I would agree in theory. But, in practice, when numbering systems are as fluid as they are, the high numbers seem less credible.

The number I come up with for IDW's G1 storyline (discounting the Continuum issue, Avengers and Infestation crossovers) up to issue 20 of the ongoing is: 114.

I would put that at 116 then only because of the events that occur in Infestation and their impact on the ongoing. Continuum doesn't count because it was just a rehash of the events in that universe so far and Avengers I'm pretty sure was always meant to be a self contained continuity separate from the ongoing.

Chris Ryall had said in interviews around the time that story came out that it does take place in-continuity. Looks like IDW is going the GI Joe route (God damn it) after Costa leaves the book and splitting it in half to fit Moar Schtuff in there. Mind, we've had Spotlights running concurrently to the main books before, and stuff like MaxDinos and Wreckers running alongside AHM and the ongoing, so I guess 'technically' we're not really seeing anything different.
This might also be their attempt to recoup on possible lost sales from a lack of a constant Movie tie-in book.

Flashpoint: Kid Flash Lost #1 of 3
This is only the second Flashpoint tie-in that I've bought, mainly because none of the tie-ins really "count." In another couple of months, those character versions will be history, and they aren't really different enough from the regular DC characters to make them compelling reading on their own. However, with Kid Flash, the story revolves around the real Bart Allen from the regular DC universe, who remembers how things should be, just like Barry Allen. And like Allen, he's lost his speed. Another villain is revealed, Bart gains a real-DC universe ally, and it appears that some answers may be found at the end of this short mini-series. In short, this issue is actually relevant to the main Flashpoint plot and features an actual DC character rather than a reimagined version, and that made it worth reading.
