I know that the conversation has moved to the "comics are awesome" thread, but I would rather have that focused on non-TF comics.
The ifea of the Decepticons staying on Earth was less about "savoring" a victory and more about Megatron trying to do some "team building". Starscream calls him on this in issue 10.

Another point from the comics thread:
Sparky has a point in saying that AHM could have worked as an "Evolution" story. The important points could have been translated easily enough. As much as I like the Sunstreaker arc, it is not strictly needed. And, the necessary elements could have been adapted.

Starscream really called Megatron on that twice. He didn't buy the whole "savor the victory" thing in the first place and told Megatron it felt like he was stalling. Later, Megatron tells Starscream it's really because he wants to remold the Decepticons into what he originally intended them to be. None of this explains why Megatron chose Earth as the place to do this though. Nor does this explain how exactly Megatron plans on remolding them just by letting them run wild on an inferior planet. Not to mention this totally ignores what made Earth important in Megatron's views in the first place. Why not one of the many other planets the Decepticons had been conquering throughout the universe? And a little bit my fault too. Y'know for mentioning who wrote the Sunstreaker story over there. Sorry, my bad.
From a literary standpoint, they had to have it on Earth or no one save for us hardcore TF fans would have read it. For someone new picking it up, they would have looked at it, said "So it's a bunch of alien robots fighting on an alien world that's so alien it's even alien to the alien robots? That's a little too alien. Hey look! Superman! In a big city! Ok, still an alien, but he's only one alien and he's on Earth! Good ol' familiar Earth..."
I still think the short answer to your questions is bad writing. In context of the mythos, yeah there are tons of other worlds that could have been conquered for this purpose, hell they could have even come up with a new one (like in Spotlight: Cliffjumper) but I think they were going for the familiar locations getting destroyed by big robots effect. Like "Ooohh OMG! They just blew up the Statue of Liberty! OH No!" Y'know, something like that.

In context, Megatron and the others were on Earth at the time. And, there is no reason the Decepticons would need the humans alive to harvest ore-13 later. At the time, Megatron needed a politically sound other to rally the troops against. Humans were "local" and handy. Megatron easily could have used the (pretty much close enough to human) aliens from "Spotlight: Cliffjumper" for this purpose.
I do not know if it came up here, but has anyone considered that there might be another named traitor? Granted, Drift's comments on the subject might have been a general statement that "there are spies about". But, a friend of mine is thinking that Nightbeat might be a traitor. And, I am wondering if Beachcomber was the only guy the Decepticons brain-washed.
