Yeah I'm not. I still think most of the BW cast has rights to it before any in the movie. Seriously, that would be like saying Jolt should get it and you'll notice no one is saying that. You just don't want the BW characters in because you've had some negative run ins with a few obnoxious BW fans. Let it go. They're just a small part of the fanbase. Besides, you used to like BW yourself for your own reasons remember?

As much as I like BW (which is a lot), I was kinda questioning the validity of BW characters getting voted in two years in a row (even if Waspinator did save us from Erector this year). Then I realized that Hasbro keeps auto-admitting G1 characters and NO ONE ELSE! So maybe it's the fans' job to make sure that guys who aren't 'default' Transformers get their due.

Might also pull for Barricade next year. If I'm not pulling for Optimus Primal or BW Megatron or some Energon or Animated character.

Yeah, I'd have to agree. It's nice to see characters from other parts of the franchise winning the fans vote while Hasbro has just been automatically admitting G1 characters. And really, I'd say the Beast Wars characters deserve the high recognition.

How many of those characters have meaningfully appeared in anything good in the last decade? BW has become too fixed and rigid.

Y'know there was an interesting theory put forth on TFW: Maybe the BW characters are getting voted in because the BW fandom is unanimously voting for only that one character each year as opposed to the G1 fandom which is divided among multiple characters. Thus the BW fans sway the vote because they only have the one character to back while the rest of us are too divided to put any G1 character over.

Seriously though, maybe BW guys don't get recycled into new continuities constantly the way G1 guys do, but they were important when they were around. A character doesn't have to star in an ongoing comic series year after year to make a meaningful contribution to the canon/fandom. Optimus Primal was the star of Transformers for the 7-8 years his stories were around, and he saved Cybertron itself at the *end* of the original G1 continuity line. I'd say that qualifies him for the Hall of Fame as much as Jazz, who (let's face it Dom) you mainly want in there because he was the star of your favorite couple issues of the comic book.

What would it matter if those characters appeared in anything in the last decade or not? The Hall of Fame is about the fans voting for characters they like the most (and a few jokers who like funny names). It's got nothing to do with how often or recent they may have appeared in something.
BW has become too fixed and rigid.
I'd say it's actually a factor of quality and staying power. BW is still widely considered the best TF show for a reason.

I actually think it's supposed to be about which character has had the most impact on the franchise in which case it would be entirely about which character has had more context.

I'd say having a big impact on the franchise isn't entirely about how much context they have at all. Take Dinobot for example. He doesn't have as much context as other characters, even among some of his fellow BW characters. But for all he did in Beast Wars and his self sacrifice to safeguard the timeline, he made a big impact not only for the franchise but on the fandom as well for them to vote him in as the first fan choice.

But even so... I think when you hand things over for the fans to vote, it tends to become more of a popularity contest.
