But we don't know just what services the Autobots are providing, or how widespread they are at all. All we ever really see is the viewpoint from people who are either 'already in' the Autobots or are 'about to become' Autobots. For all we know, the Autobots operated primarily in Iacon and Blurr's races all take place in Cybertropolis or whatever, so he could've never heard of them.

Read "Megatron: Origin". We see the Autobots providing security to Senator Decimus in the first issue. Through the rest of the mini-series, we see them investigating Megatron's movements as well as the underground gladiatorial combat games, ultimately arresting them all. And finally they are the security force that fights back when the Decepticons start their uprising. We 'never' see anything that says Blurr would be involved with any of that, so why would he even know? The point is, Blurr's a dumbass and doesn't give a damn about anything but racing and getting high and/or drunk.
On another note, nothing in this comic implies Blurr's got his speedy speech impediment, which is one of the cool parts about Blurr.

We see Starscream approach Blurr at the bar, inviting him to join the Decepticons. Or a more speculative approach, as you say given the bots are getting high/drunk at the bar, I wouldn't be surprised if some brawls haven't broken out before. As such, for all we know, they'd have to call in the Autobots to break up those fights. Being a famous celebrity himself, Blurr would probably need some security for some special events, which could be Autobots for all we know. Blurr might only care about racing and parties, but he should certainly be aware of the Autobots on some level.

We're not given any indication how long it is between the races being shut down and Blurr showing up at the empty bar. Real 'human' life. We don't know how domestic disputes like rowdy parties are solved in pre-war Cybertron. For all we know, they just devolve into gunfights and the Autobots don't get involved. Protecting a politician, combating underground fight clubs and fighting terrorism are very different jobs. On Earth, those would each be handled by different agencies. On Cybertron, all we've got is Autobots. Which again is why I'm lead to believe the Autobots are in charge of all the levels of law enforcement on Cybertron.Real 'human' life.
