Re-Generation One (IDW retro G1)

The originals... ok, not exactly, but the original named "The TransFormers" anyway. Take THAT, Diaclone!
Generation 1, Generation 2 - Removable fists? Check. Unlicensed vehicle modes? Check. Kickass tape deck robot with transforming cassette minions? DOUBLE CHECK!!!

He gets the Matrix halfway through. And is colored exactly like Hot Rod in his Powerlinx scheme. And his name in Japan IS Hot Rod.

There's also the point that Hot Shot becomes Rodimus's Powerlinx Buddy in Energon, putting an interesting spin on the whole thing. You could almost argue that Hot Shot is the Hot Rod equivalent with Rodimus as the Rodimus Prime analogue, the combining being a unique interepretation of the relationship between the two.

But, do any of us really think that Furman or Wildman was thinking of that?

Maybe not the second part, but

All that, definitely. Ticks all the boxes, checkity-check, he's a Hot Rod.

Considering Hot Rod also sees the G2 version of himself, who is the exact same character just in a slightly different timeline, I'd say there's plenty of precedent for Hot Shot and Rodimus (who may even be one from the cartoon and the other from the comics) to both be there. I also think you're grievously overthinking it; the panel wasn't about "Who is Hot Rod in each continuity" it was just "Look at all these different variations on Hot Rod!"

Agreed. We're not looking for every character who fills the same role as Hot Rod/Rodimus, we're just looking at variations of Hot Rod himself. It's as simple as that. Hot Rod decos don't make a character Hot Rod. Powerlinx Hot Shot is not Hot Rod, so he shouldn't be included. And the Japanese characters are irrelevant since this series is written for Western Marvel continuity, not Japanese.

Then how do you explain this fucking guy?!

I mean, like it or not, in Japan, that guy is named 'Hot Rod.' so he fits. I mean, jeez.

People spend so much time worrying about whether a figure is "mint" or not that they never stop to consider other flavours.

What about the fact that WfC Hot Shot is named Hot Shot and not Hot Rod? Should he not be included either?

He looks like a Hot Rod/Rodimus to me, so no reason he couldn't be in that group.

I don't care who gets excluded, I'm more concerned about who was included. Nothing says that panel of Rodimii has to be 100% complete and comprehensive.

Man, we'll argue about the strangest details.

I don't recall seeing anyone named either Hot Shot or Hot Rod in War For Cybertron.

He was only in the Nintendo DS version. They named him Hot Shot because of the usual trademark issues they have with Hot Rod.
