At any rate, it's not really a 'damned if you do/don't' scenario, since I don't think Hasbro's going to lose sleep over missing out on the single sale that Dom or I represents. To say nothing of the fact that literally no toy ever can please everybody. There will always be shitloads of people who will not buy something for one reason or another.
Personally, I don't think either scenario is likely. I don't think Prowl is likely to be included and I don't think including Scrapper is going to yield his return in the comics.
Ordinarily I might agree with you, but Combiner Wars is so thoroughly marrying the comics and toys that they're even sharing the same title this time around. Alpha friggin' Bravo got introduced in the comics to coincide with his toy being made, so I'd think that if Scrapper were a component of the big fuck-off centerpiece of the whole line, he'd likely be returning in the tie-in comics as well. Similarly, if Prowlisator is *The* Devastator in the Combiner Wars comics, it's likely that would be represented in the toy.
That said, we ALREADY know we're getting a Prowl in CW, one of the Stunticon retools. It is plausible that that figure may be able to interact with Devastator in some way.

That's a thing going on in the comics. I'm not clear on how it happened, either, but the Autobot police car fellow currently turns into Devastator's head.

Basically Scrapper was killed while on Earth and, later on, Megatron learned some new tricks about combination allowing him to make some improvements to the technology. Megatron was planning on combining with Devastator himself but he decided to test it out on Prowl first (who was under mind control from Bombshell). The Autobots were able to prevent Megatron from merging with Devastator but Prowl has retained the ability to combine with the Constructions.

For some reason I've got no problem with a trailer truck combining with a space shuttle or a fire truck combining with a god damn lion, but a police car in my lime flavored construction vehicles?

I love that it's made the Constructicons a bunch of Prowl groupies, just because they've seen inside his head and like how dark and twisted he is.

I like the concept better than the execution. The book has lost direction since then. But, the idea was the Prowl was brainwashed, and none of the Autobots (even those who were close to him) realized it because "Prowl under Decepticon control" was not much different from normal Prowl.

Actually, you are wrong.
I am looking for a reason to stay, and having a harder time the longer I look.
The comics need to step up their game. The toys are less interesting.
