The HTML document would be for the final draft. It would be the rule book itself.
I plan to script a form for the character sheets.

Oh this is for the rules. Eehhh... I can still see that causing some problems though. Again mostly regarding having offline access to it. I know some of my systems have had trouble reading html when internet access is either unavailable or not being used. And besides, would it really be that much trouble to make a pdf? I mean, besides a few graphics (which pdfs can still support) what's the added benefit of making it html?

Generally, HTML is used for websites. But, it can also be used to make documents with various backgrounds and colours.
Like I said, I am looking to code something so I do not get too rusty.

Yes, in theory. Although I've had items saved in that format and not been able to work with them offline which is my concern. But if all this is applying to is the rules which is going to be read more than it would be modified it could work, again in theory. Dom apparently suggested it as an excuse to write html code so as not to get rusty at it. Might I suggest two versions and we can vote on which is better?

I have never had the problem of not being able to work with HTML code offline. I can ask JT about it.
And, as I said, I am not against sending plain text or a PDF of the rules to people. I do think that a scripted form is best for the character sheets though. But, if somebody wants to use a piece of notebook paper, that is fine as well.
