Could he also be trying to build more decepticons in a factory, rather than being built there himself?

If that were the case, why would he have blueprints of himself on display? As well as what looks to be
Sentinel Prime and Megatron's heads
in jars? Seems odd for a Cybertronian to have around if they're just trying to built more troops. Besides, it has been long rumored that humans will be building their own Transformers in this film.

Oh no, I was just playing devil's advocate. And hoping that we might at least get a Vehicon-like troop builder out of this movie.
