Why not do this:

The modern comics universe has had such a different take on G1, one that's significantly represented by the Generations toys, so they share a forum. A modern take on a Real Cybertronian Hero. Currently starring Generations toys, IDW "The Transformers" comics, MTMTE, TF vs GI Joe, and Windblade. Oh wait, and now Skybound, wheee!

Dollar stores and the like buy up inventory, (from all categories), that the larger stores do not take. That is why stores in the same chain do not always get the same stuff. Every so often, Hasbro might release merchandise specifically to dollar stores, (I think the technical term is "category 6"), such as the recent Minicon repaints. But, for the most part, they buy remaindered merchandise.

Why does that matter here? The simple fact is that Windcharger and those other figures may not have been produced in large enough quantities for a release at a dollar store to help.
Actually, those Cybertron reissues we're discussing here were in all new packaging. (They were actually on old Universe 2.0 cards, IIRC.) Some forum or other once asked Hasbro if these were simply repacked or new pressings of the mould, and Hasbro said they were new.

There's a chance we might see these. Maybe.

People spend so much time worrying about whether a figure is "mint" or not that they never stop to consider other flavours.
