I dunno, I haven't been following that faithfully, but I know one of these days I'm gonna read Morrison's whole Bat-run in collected form. And I really can't think of another writer that makes me want to read Batman. So I'd say he's doing something right.

I supposed any publicity is good publicity, in that sense.
I'm actually curious enough to read his Batman run once it's collected, mainly because he's referencing the Silver Age storylines like the crazy traveling to alien planets and time travel. It actually sounds interesting on a certain level. Maybe once the whole run can be read at once it will make more sense.

It would work if there was actually a linear storyline, rather than the assumption that this whole thing is going away almost as soon as it begins.

That wasn't Batman's finest hour, I agree. I think this is bad in a different way. At least when Jean Paul Valley replaced Bruce Wayne, the writers had a point to make: that a Batman willing to maim and kill isn't a good thing. The story ultimately underlined what makes the character work. I'm thinking we wont be seeing the replacement chosen until near the end of the series personally. How is announcing he's secretly been funding Batman all these years "all but" saying he is Batman? There is a pretty big difference there... Sure, it publicly links Batman to Bruce Wayne, but Bruce funds a lot of different people and organizations. So what if people now know Batman is one of them? That isn't enough for people to figure out Bruce is Batman... or the original Batman as it is now. As Bruce said in the press conference, all that money for Batman's war on crime had to be coming from somewhere.
