Are the drones in PCC vehicle/limbs instead of robot/limbs to accent the fact that the drones are not characters unto themselves.

I got one: Hasbro has stated that they are moving towards having a more centralized continuity with Prime and WFC and Generations. They've never had a problem with multiple continuities before, why the move towards centralizing it now?
