The Skywarp at the end of issue 32 is one of the future Decepticons, under the control of Exarchon. (And, yes, it should have been more clear.)

This is one of the weaker issues of the run. The focus is on the time-travelling and teleporting (that started in issue 31). You might be right about the annual being an abandoned arc from "Galaxies". Similarly, I suspect that "Escape" was intended to ship before issue 31 of the main series. This issue continues the recent trend from recent issues, showing the Autobots and Decepticons becoming the factions most people remember from the original series. The Autobots, despite not being inclined to fight, are obligated to do so (most directly represented by Dai Atlas reclaiming his sword)....
